Bitcoin mining is legal in most parts of the world. Some jurisdictions only permit bitcoin mining under certain licensing regulations. Only a few places have banned mining altogether.
Regional overview
Bitcoin mining is completely legal in North America, Europe, and most parts of Asia. In The US, lawmakers in states like Kentucky are actively working to incentivize miners to operate in their jurisdictions.
Previous incidents of state officials seizing mining machines in Iran and Venezuela are examples of jurisdictions where mining is legal so long as miners comply with certain licensing requirements.

China’s Inner Mongolia autonomous region banned mining altogether in March 2021. Although the policy change applies to all high power-consumption industries and not miners specifically, bitcoin miners can not operate in Inner Mongolia.
